AZERBAIJANI LITERARY LANGUAGE OF THE 17th CENTURY: THE SOCIO-POLITICAL CONTENT AND LANGUAGE OF THE ERA

Abstract: The article reveals the socio-political content of the XVII century. Both dependence on foreigners and the influence of internal tensions between tribes on the political life of the Safavid state are investigated. In such historical circumstances, the cultural environment is also based on sources that have not yet been identified. Under such circumstances, a description of the language is given. In particular, during the period of the Shah Abbas (during the rule of other shahs), attitudes toward the Turkish language are expressed in contradictory ideas. It has been established that the stage of the XVII century literary language is not a way out, but history as a turning point. This is proved, on the one hand, by scientific data, as well as facts about language. As a result of the research, it turns out that the language policy that underlies the existence of the state and the nation is carried out in the direction of Turkic rule in the 17th century. The article contains the rich language of the real world, including the introduction of the Turkish language in the history of the 17th century Azerbaijani literary language, the decline of the Persian language (including the accompanying Arabic language), the destruction of cults, as well as the intensification of new processes, such as differentiation, stabilization and democratization examples. In the 17th century, as in all periods of the history of the Azerbaijani literary language or at all stages of historical development, the process of defining a literary language and defining different styles (charming, scientific, official epistolary) took place. Style plays a significant role in relationships. In volume, the rate is determined in style and appears. As a result, it is noted that the 17th century very dynamically develops phonetic, lexical and grammatical norms in the direction of nationalization. The development of literary language, of course, all levels of language are available. But what if you want to translate it into one language? The real fact, which is obvious, or hidden, or not, is voluminous in the volume, which is a lexical system, which leads to great changes. This does not mean that in other languages, such as the phonological system, the language is checked and the file is checked. All, that is, it is not so, but here is a breakthrough for change. This is not an idea or an idea of ignorance and ignorance, but there is no certainty that changes in language change. The truth is that everything that creates a change in the original of another phenomenon, which confirms the existence of legality. The definition of phonetic norms for a certain period of time (continent, period or phase) is contained in a volume that is one of the other publicly available versions of the phone in the language, and, in each other's eyes, by removing from one-dimensional parallels, stabilization in language and content.

Abstract: Based on the statement that the differentiation in the strategic positions of individual regions creates special conditions for the social processes, it is concluded that the systemic modernization aimed at the formation of civil society and pluralistic democracy, largely depends on the ability of each region to build effective principles of the organization of interaction of authorities and society. On the basis of the results of the expert evaluation, the main negative trends characterizing the state of the process of formation of the system of local self-government in the Kemerovo region are identified, as well as ways to improve its efficiency, ensuring the transformation of local self-government so that it meets the requirements of the social state and contributes to meeting the needs of citizens.

Abstract: Objectives: The connective tissue graft (CTG) is considered to be the most performed procedure in the treatment of gingival recession defects. The purpose of this study was to evaluate the clinical efficacy of (CTG) in the treatment of Miller class I and II single gingival recession defects of patients with thin gingival biotype.Material and methods: 14 systemically healthy patients (8 females and 6 males); aged 30 to 55 years were treated. The clinical parameters plaque index (PI), gingival index (GI), gingival thickness (GT), probing depth (PD), recession height (RH), recession width (RW), and amount of attached gingiva (AG) were recorded at baseline and re-measured at 6 months. Results: CTG procedure resulted in statistically significant decreases in PD, RH, RW, and increases in AG at 6 months (p<0.05). There was also a significant gain in the CAL (p<0.05). The mean percentage root coverage at the final evaluation was 95%.Conclusion: Within the limits of present study it can be concluded that CTG has favourable results in the treatment of Miller Class I and II single gingival recession defects of patients with thin gingival biotype.

Abstract: The present investigation framed in the development of an adoption Model of the TIC for the learning process education in the Technical University of Cotopaxi, specially to improve the university education, this owes for the constant advances in digital knowledge field and the educational technology, therefore the institutions must improve its academic organization and process them educational. In the last years the use of TIC has developed in the different education levels and specially in the universities that nowadays count with new technological resources much advanced in the particular case of the university in which the investigation is developing the study is, to improve the Educational Learning process implementing a new adoption model of TIC, with which it is possible to give solution to the educational process. There is realized a methodology of study based on the systematical Review of the literature of the models of the TIC citing as an example the first model that there appeared the Model TAM who was developed by Davis, 1986 and of the Web 2 and Web 3 and of the TIC in the Universities of the world. The investigation threw the results expected with the creation of the new model of adoption of TIC, with the use of collaborative hardware in a Learning environment (CLE) for making the constructs, alpha of cronbach, variance and interrelations and the use of statistical software as the minitab validated the raised hypotheses.

A MCDM MODEL DESIGN FOR HER2+ BREAST CANCER TREATMENT TECHNIQUE USING AHP METHOD

Abstract: Purpose - The aim of this paper is to present a multi-criteria decision-making model in order to apply Analytical Hierarchy Process (AHP) method for the selection of the best treatment technique for HER2+ breast cancer from two different treatment alternatives: Kadcyla and Lapatinib plus Capecitabine. The study analyzes the decision making process of oncologists when there are more than one alternative treatment techniques for them to choose.\\\\r\\\\nDesign/methodology/approach – Data are collected from oncologists by using an online survey after the literature review was carried out and interviews with a drug developer and oncologists were made. In order to analyze the decision making process of oncologists and the effectiveness of two drugs based on determined attributes, AHP method was used and the results were verified with TOPSIS and Weighted Product methods.\\\\r\\\\nFindings – In this paper, it is proven that Kadcyla is better in AHP model when compared to Lapatinib plus Capecitabine in terms of meeting the expectations of the oncologists while fighting against HER2+ breast cancer.\\\\r\\\\nResearch limitations/implications - The biggest limitation of the research seems to be a halo effect that the oncologists might be experiencing because one of the alternative drug combinations in the research is more frequently prescribed than the other one which could affect the subjectivity of the answers.\\\\r\\\\nOriginality/Value - This paper gives an insight about the factors that are taken into account when choosing the best cancer treatment technique and their significance level. It presents a model for identifying the most effective targeted drug combination. It will be useful for academicians, oncologists and drug developers in terms of a better understanding of the needs in cancer treatment

Abstract: The article deals with the issue of ICT application in the public administration system, especially in the public service. First of all, there is an appeal to world practice in this area. The system of public service of the advanced countries of the world considers the general situation of ICT use.The article consistently analyzes the work done in the field of ICT use in the public service in Azerbaijan. In this aspect, the study involves the steps taken in the field of legislation, the adopted government programs, strategies, and institutional measures. The article emphasizes that the use of ICT ensures the transparency, efficiency and efficiency of the activities of state bodies and public servants. In particular, all this becomes a reality with the introduction of e-government.

Abstract: In the article analyzed economic models as state�s model sharped intervention forms in economy. To measure these models there was used new methodology under name �index of leftness (rightness)of economy� that measures rates of state intervention in economy. By comparative analysis of China and Azerbaijan economic models the author concluded that the liberalization of Chinese economy in modern conditions does not have a positive impact on economic development, so there is a need to strengthen some model-shaping forms of intervention. As well as by some protectionist measures implemented in Azerbaijan in recent years has a negative impact on economic growth and the current state of the Azerbaijani economy is far below the level of \"optimal\" liberalization it can possess. Therefore, the economy of the country needs to be further liberalized.

CONTOURS OF THE HISTORY OF MATHEMATICS: DIVERGING MATHEMATICAL SCHOOLS OF THOUGHT

Abstract: Although many people appreciate mathematics as a discipline exhibiting sound reasoning with a universal appeal, the mere fact that this academic discipline has a history shows that there must have been different and even clashing schools of thought present in it. Greek mathematics advanced under the Pythagorean flag of an �Arithmetica universalis� but soon switched to a spatial perspective owing to the discovery of irrational numbers as an effect of this first foundational crisis of mathematics. The second crisis centred in the limit concept which prompted mathematicians to employ the actual infinite. However, this move gave rise to the third foundational crisis when Russell and Zermelo discovered that Cantor�s set concept entailed antinomies. This caused the rise of the intuitionistic mathematics of Brouwer and his followers as well as the logicism of Frege, Dedekind and Russell. At once this brought Greek and medieval conceptions to the fore, such as the infinite divisibility of a continuum. The dominant understanding of infinity restricted its meaning to what Kant called the �successive infinite� (the potential infinite) � which can never be understood as an infinite totality given at once, i.e., as the at once infinite (actual infinite). However, restricting mathematics to the successive infinite gave rise to intuitionistic mathematics which arrived at results that find, according to Beth, �no counterpart in classical mathematics�. Hilbert followed Kant in accepting certain extralogical concrete objects which are intuited as directly experienced prior to all thinking. But although he accepts the successive infinite with Kant, Hilbert still wants to inhabit the paradise created for us by Cantor. At the background of Kant�s thought the tension between nature and freedom lurks, also surfacing in the distinction between �Ding-an-sich� and appearance. Interestingly, Hilbert made an appeal to Kant�s conception of transcendental ideas (concepts of reason) in order to justify his employment of the actual infinite (at once infinite). But he did not realize that Kant�s view of transcendental ideas entails the idea of infinite totalities. Hilbert had to use the at once infinite in order to justify the use of the at once infinite. The final irony of his firm belief that it would be possible to prove the consistency of mathematics, is found in the famous 1931 article of G�del on this issue. In 1946 Hermann Weyl remarked, with a ring to the successive infinite as embedded in human intuition: �It must have been hard on Hilbert, the axiomatist, to acknowledge that the insight of consistency is rather to be attained by intuitive reasoning which is based on evidence and not on axioms.� G�del has shown that a formal mathematical system is consistent or complete. Roos pointed out that Hilbert never recovered from this blow.

Abstract: We analyze the impact of R&D, government spending on education and trade unions density on labour productivity, using data for 15 EU countries. A panel data econometric model approach is used to evaluate the importance of regressors. The existing economic evidence predominantly demonstrates positive effects of R&D and government spending on education on labour productivity, while trade unions density has negative impact. We therefore conclude that increasing spending on modernization is likely to be an effective strategy on these countries\' way to accelerate economic growth. Data are taken from the Conference Board Total Economy Database and OECD.

THE STUDY OF THE IMPACT OF TWO ECOLOGICAL GROUPS OF EARTHWORMS ON PALM AND OLIVE WASTES IN SAHARAN CONDITIONS

Abstract: The lumbricomposting is a technology to transform the organic wastes by the lumbricus in product rich in fertilizing elements. Our research aims to study the effect of lumbricus species belong to two ecologic groups anecic and endogic on some phsico-chimic parameters of lumbricompost in the basin of Ouargla, So, how far can these residues be valued by earthworms and which ecological groups can be used. The used treatments are prepared from a mixture of the soil and the vegetal wastes (the palm with olive wastes and wastes of the palm with poultry manure). The obtained results in the work indicated that the endogic species favor the reduction of salinity with regard to witness without lumbricus. The CE.e.1:5 is of 1,81± 0,28 dS.m-1 with lumbricompost and of 2,81± 0,28 dS.m-1 with the witness without lumbricus. The anecic species favor the mineralization of the matter and the organic carbon. The first is of the 4,23±1,59 % at the time that the second is of 2,46±0,93% comparable to witnesses which are of 11,11± 1,59 % and 6,46 ±0,93% successively. At last, we can say that only in the conditions of our test, the digradation of date palm and olive tree wastes is ensured by the anicic species but the one of date palm wastes with manure is done by the endogic species. lumbricompost in Saharan regions allow the improvement of the soil properties, the valorization of the agricultural waste and along-lasting development that respects the environment.

Abstract: The article is presented in the context of 2D global facial recognition, using Gabor Wavelet's feature extraction algorithms, and facial recognition Support Vector Machines (SVM), the latter incorporating the kernel functions: linear, cubic and Gaussian, The objective is to observe the results of facial recognition in each case. An efficient technique is proposed that includes the mentioned algorithms for a database of 2D images. The technique has been processed in its training and testing phases, for the facial image databases FERET [1] and MUCT [2], and the models generated by the technique allowed to perform the tests, whose results achieved a facial recognition of individuals over 96%.

Abstract: The creation of alliances on the international scene has reflected a makeshift in the world economy. Amongst such alliances is the coming together of Brazil, Russia, India, China and South Africa commonly known as BRICS. BRICS is considered as a giant initiative towards shifting the conventional norm in international economic and political cooperation to creating a new transcontinental platform towards these sectors in the world history. This article using secondary data analytically detailed the inclusion of South Africa in the BRIC�S�, the benefits and shortcomings. We propose that South Africa as a global player under BRICS is envisaged to open a new vista of opportunities including transnational gateways to Brazil, Russia, India and China with the attendant inflow of infrastructural and developmental investments, enriching educational exchanges and technology transfers. Also, South African membership will enhance the trade investment and expand sectors which the country holds in admiration; thus, increasing the standard profile of the country.

NEW MEDIA: A REVIEW OF SOME TRENDS IN JOURNALISM TRAINING IN AFRICA

Abstract: The growth of the Internet and World Wide Web has brought about newest medium for journalism, otherwise called online or cyber journalism. This development has engendered inevitable revolutions in both the practice and training of journalism. This development, for instance, has brought about certain phenomena which include Convergence. For instance, newspaper websites now include video, podcasts, blogs and slideshows. These developments have triggered up new challenges for the journalist who must be well acquainted with the new media, and for the journalism teachers and schools who must be up-to-date in knowledge, resources and facilities. This new development has also challenged the corpus of mass communication theories, to the extent that some sorts of reviews have been attempted. This paper considers the foregoing, and specifically examines how the digital developments have impacted on both the formal and informal training of journalism. The paper observes that while many journalism schools in Africa are yet to grasp the full import of the new phenomena, a certain few are doing pretty well. The paper also acknowledges the informal training in ICT Journalism being provided on platforms such as Rhodes University School of Journalism and Media Studies� annual Highway Africa Conference, Panos Institute West Africa, International Institute for ICT Journalism (PenPlusbytes) et.c. The paper concludes with a call for a review of curriculum in most of journalism schools, a re-training of journalism teachers through informal platforms, adequate provision of infrastructures to enhance teaching in New Media, and a consideration of new business model for Journalism, in view of the new developments.
