Abstract: The article examines Dostoevsky\'s socio-religious heritage for historical science. Particular attention is drawn to the spirituality of the Russian people, which, in Dostoevsky\'s opinion, forms moral values and relations. It is shown that in Dostoevsky\'s novels the values of the Orthodox faith determine the destiny of an entire nation.\r\nThe scientific problem solved in the article will give an opportunity to evaluate Dostoevsky\'s legacy in the light of deep spiritual experience in his works, which allows us to speak about the further development of science. Dostoevsky\'s works represent a cultural and historical significance that revives the religious, dialogic and socio-psychological aspects of understanding reality. Dostoevsky\'s texts should be perceived as a spiritual and moral paradigm for the formation of personality, which includes the features and principles of Dostoevsky\'s judgments.\r\nThe article generalizes the significance of FM Dostoevsky not only as a writer, but also as a metaphysician and an ideologist. His ideological views in the religious sphere are consistent with many of today\'s search for Russian historical and cultural identity. The hard life of the writer is extremely important, since Dostoevsky, with all the utopian views on the national idea of Russia, remained a realist.

Abstract: In Todays era of digital India where the country is heading towards e-business and e-transactions there is a dire need of securing the transactions and data to garner the trust of the consumer. With security we cannot overlook the computational cost which will add to the overhead of the transactions. Security stands eminent in the new age of Digitization and to add to the trust of the consumer the Security methods need to adhere to Confidentiality, Integrity and Availability. Non-Repudiation is also a matter of concern in the domain of security wherein it is necessary for the sender to be accountable for the communication. The advent of Encryption of data and digital signatures has brought a massive revolution in the field of Security but there are challenges like; increased computational cost which have lead to new fields of enhancements.Signcryption is one such process which has evolved over time to meet the requirements of a more efficient method of Security. Many methods have been discussed with RSA based Signcryption and later with elliptic curve based Signcryption with elliptic curve based Signcryption having a better hold over application areas due to its perks of low computational time and costs. This paper focuses on the Signcryption methods based on elliptic curves and the manner in which elliptic curve signcryption methods have evolved to meet the dynamic requirements of security.

Abstract: In this article theoretical shown methodological bases of health creating in modern social-cultural space of education are considered. The special attention is given to the definition of the problems of the concepts concerning health of the educational process subjects. In the context of the research done the authors define the concept health creative pedagogical activity, reveal its structure, functions and realization mechanisms. In sociocultural space of the present humanistic model of education becomes especially actual. We define health creation as constructing of own health on the basis of mechanisms of personal self-actualization and self-realization, that is management of own health which presupposes personal definition and realizing measures, actions, ways of saving, bringing to normal state and increasing health creating potential. In the context of considerable lowing of learners health level, in the absence of doctors at schools the problem of childrens health forming has to be solved by teachers. Health creating pedagogical activity assumes the presence of two components: proper health creating activity (personal component) and pedagogical activity in health creating of learners (professional component). We single out the following principles of health creative activity of teachers: the principle of holisticity, humanistic principle, germenevtical principle, the principle of social significance, the principle of subjectivity.

Abstract: Trust as a subject of researches has a long history. It has been regarded as the basis of human relations. Many famous sociologists G.Simmel, F.Tonnies, P.Blau, G.Homans, F.Fukuyama, A.Giddens, N.Luhmann, P.Sztompka) researched the special role of trust as a regulator in social interactions. Medicine is only one social institution, where the trust has always been regarded as a key element. For a long time period, trust was in the base of the social contract between society and physicians. According to its conditions, the medical corporation has been entrusted with the task of caring health of its members by society, and in turn, the medical corporation has received exclusive conditions of the activity: the special professional status, prestige, internal control and audit. However, under the influence of change in modern society, the present paradigm of clinical medicine is replacing by evidence-based medicine, that alters the role of a physician, who has been losing his unique position as a leader in the treatment, but becomes a part of the complex organizational system. Thus, there is a change in the model structure and organization of Medicine as a social institute and its interconnections to the society. As shown by the results of sociological researches, in the modern transforming society, under the conditions of the decomposition of the structure and transformation of hierarchical relationships into the linear or network forms, a basic or personal trust comes again the leading role in social interactions. And now the question is how trust affects the attitudes and behaviours of consumers of medical service under the process of shaping the national health care system in Russia. As it revealed, the erosion of trust in medicine leads to the spread of self-medication as a new social practice.

Abstract: A number of Higher Education Institutions in South Africa have introduced access/foundation programmes to assist students in the transition from secondary to tertiary education. Since student support is an essential feature at universities, a voluntary science enhancement (intervention) programme was implemented at a South African university to address the poor performance of first year science education students, as a formal structured programme was not on offer. The purpose of this research was to explore the students interests, beliefs, attitudes and experiences of learning science in the programme. Epistemological beliefs with regard to learning science served as a framework for the study. The research design was a case study as data were generated from one site where we attempted to gain in-depth information about a particular phenomenon. A qualitative approach was used and descriptive data through questionnaires, interviews, reflections and evaluations were generated. The findings suggest that students attitudes were changed and their emotional development, their confidence for learning science was developed. Students were confident that they had acquired skills that would improve their performance in science as well as in other modules. A significant finding was a shift in students beliefs about the nature of science, which created for them a different approach to learning science. Enhancement programmes focusing on ways to support science education students are crucial for them to navigate their learning during their transition from school to university and also throughout their studies.

Abstract: Formulation of curricular purposes and the extent to which such purposes are realised in curricular practice have recently become prominent in related academic discourse. This paper addresses this prominence in the context of a quantitative literacy course offered at a South African tertiary institution. The purpose of the intended curriculum was studied. Students enrolled for the course were interviewed with a view to exploring their lived experiences gained whilst pursuing this course. Their responses to interviews and questionnaires were categorised into themes and were matched with certain aspects of integrative and traditional curricula. The students experience of the purpose of the curriculum was also explored by interrogating some of their written responses to tasks designed in this research. This research showed that, despite a satisfactorily formulated statement of module purpose for the mathematical literacy course, the extent to which the envisaged purpose materialised in the attainment of curricular goals in the case considered here, was unsatisfactory. Impressions of purpose were thus found to be in complete discord with the experiences of purpose.

Abstract: Local self-government as an institution contributing to the strengthening of civil society and the rule of law is an integral and essential condition for the functioning of democracy and people power. In fact, local self-government is the right of the people, on their own initiative, to solve everyday problems of the community's vital activity, this is an effective barrier to the spread of corruption, abuse of power, embezzlement and other types of offenses. It has a great potential, which must be supported by the state, since local self-government is an indicator of the country's progressive dynamic development. In the countries of traditional democracy, self-government, both in historical retrospect and at the present stage, acts as one of the most effective regulators of society's life.

Abstract: The Disciples of Christ and the Jews failed to understand His mission because theyanticipated the coming of a political leader. Therefore, when Christ died the disciples becamedemoralised and when they heard that his body was missing, they believed that someone had stolen the body. However, it was the day of Pentecost which brought about a boldness within these followers which instantly transformed them. Initially the primitive community had no fixed order or organisation. Those who were converts of the apostles also communicated the gospel. Initially oral communication was used by the laymen movement. Laymen imply that the preachers of the gospel were men. When the movement was being established as anorganisation, written communication played a vital role in the early Christian church. The aim of the study is to test validity of Klopper’s theory of optimisation of humancommunication (TOHC) in comparison to how human forms of communication developed in the early Christian church from the time they saw themselves as a movement to when they became an established religious organisation. This study was constructed within the framework of Klopper’s theory which is on optimisation of human communication. Within a culture people optimise a variety of forms of communication; in so doing they ensure personal survival and as a long-term survival strategy maintain their culture (Klopper, 2002). Theauthor did a qualitative content analysis of the historical trends in the use of Christian communication. This study confirms the validity of Klopper’s TOHC regarding the establishment of the early Christian church. The author shows how the early Christian church used the basic forms of communication while they were in the movement phase and how they widened the forms of communication when they became an organization.

Abstract: The paper presents the modeling results of the dynamics of interregional differences of the youth unemployment rates (2005 – 2014). We test the patterns of convergence, including unconditional and conditional β-convergence, as well as σ-convergence. The interregional youth unemployment differences in Russia tend to decrease in crisis years and increase in periods of economic growth. The results show that the number of regions inside the club converge decrease, while the difference between the actual rate of unemployment and the natural rate grows. In crisis years, the relative homogeneity of our clusters increases, and at the same time, unemployment distances from its natural rate. We concluded that the labor market policy should be regionally differentiated, and take into account the specific features of the regions of different types.

View Abstract   Hide Abstract   |   PDF Version
Abstract: This study empirically estimated the long-run and short-run impact of federal government human capital spending on human capital development in Nigeria. The study was motivated by the fact that despite growth in public spending in the past decade Nigeria still ranks low in human capital development. Time series data from 1990-2015 was collected and autoregressive distributed lag (ARDL) and Bounds test were used to estimate the short-run and long-run relationships respectively. The Bounds test was used to determine that a long-run relationship exists between Human Development Index (HDI) and government human capital spending while controlling for macroeconomic state of the economy using economic growth and inflation rate. The study finds that 1-year and 2-year lags of government recurrent education expenditure has weak significant negative impact on HDI rather than the expected positive impact. Only government recurrent health spending has positive impact on human capital development up to the 2-year lag. The speed of adjustment of the short-run relations is 41% significant at 5% level. The results demonstrated that both in the long and short run, government health spending has remained positive but to a very large extent insignificant to human capital development in Nigeria; whereas government education spending has not produced the desired positive impact on human capital development in Nigeria. This accounts for the low HDI of Nigeria over the years. The study therefore concludes that human capital development could be achieved through more efficient health spending in Nigeria. This study therefore strongly recommends that federal government should raise substantially the level of capital spending on education and health in order to achieve meaningful human capital development in Nigeria.

Abstract: Abstract The quality and quantity of thinking and realization of a society's physical designs (architecture-engineering structures) reflects the value system of a society and elements of collective life. These values are influential in the design of the buildings that creates the physical system of the system as well as the planning, programming and financing of the education. These structures are cultural remains that reflect the whole life values of that society throughout the history of humanity. Anatolian geography has hosted numerous societies throughout its history, and establishing civilizations, it has been a land that stores its cultures. The formation and administration of the Turkish society took place in the period of transferring this culture influencing one another (1071-1980 AD). We will try to evaluate the development of the physical structure (architecture) of its education phenomenon formed by the social, administrative, economic and cultural influences of this period. For this reason, our point of view and approach on the settlement in the Anatolian geography will be within the philosophy of holistic thinking. By adding time dimension to the topic, the reflection of the educational system to the architectural design resulted from the analysis of the education-culture structure will be tried to be interpret related to social life, administration and economics. Within this period, we will have three sections as Anatolian Seljuks, Ottomans and the Republic of Turkey. In these three periods social, administrative, economic and cultural-educational structure of the society will be analyzed and given in a system. The information based on this analysis will be presented in period tables. Architectural interpretations of the educational buildings will be made and the visuals of the selected architectural works will be given as an example in the table. Furthermore, in the conclusion section, the evolution of building and environment designs will be given as a diagram. As a result, it will be determined that with the effect of the unchanged education, content and program (madrasa education) architectural solutions were stabled and templeted until the time of TC administration. Key Words: Education, Anatolia, Culture, Management, Economy.

Abstract: SUCCESSION PLANNING AND FAMILY BUSINESS CONTINUITY IN EBONYI STATE: A STUDY OF SOME SELECTED FAMILY BUSINESSES. Dr. AMA A. UDU; KELVIN IGBOKE Department of Business Management, Ebonyi State University Telephone: +2348035486420 Email: uduama@yahoo.com ABSTRACT This paper aimed at determining the relationship between succession planning and family business continuity. This was achieved by pairing each of the variables of succession planning (family cohesion; family values and beliefs and preparation levels of the successors) against corresponding variables of family business continuity (communication; innovativeness and commitment of the successors toward the family business). The paper was hinged on Scharmers U theory; which dealt with some business operators state of dilemma, blindness and inability to adapt to transformational change. A convenience and snowball sampling techniques were adopted and used to ascertain as many family businesses as possible operating within the study area. Primary data were gathered using structured questionnaire. Pearsons Moment Correlation was used to analyze the data. The paper found a positive significant relationship between family cohesion and communication at significant level of r = 0.591; P<0.01; family values and belief and innovativeness at significant level of r = 0.611; p< 0.01; and preparation level of the successors and commitment at significant level of r = 0.569; p <0.01; in the family business within Ebonyi state. These findings are consistent with the results of earlier researchers; with the implication that the adoption of succession planning leads to perpetuity of the family businesses in Ebonyi state. Key Words: Succession, continuity, cohesion, values, innovativeness

Abstract: Learner discipline is undoubtedly a serious problem in South Africa. Up until now, the Department through legislation and research has offered various ways managing learner discipline but discovering the most effective means still pose a serious problem. This study examined the relationship between management strategies for learner discipline and learner discipline legal framework that is applicable to South African schools. A sample of 36 public secondary schools out of a total of 87 schools in a region of the North-West province, with their educators (96 male and 181 female) as subjects was drawn for the study using stratified simple random sampling to select the schools and the convenience sampling techniques to select educators. Questionnaires was used to collect data. The 2-way ANOVA was used to analyse data and the null hypotheses generated were tested at .05 alpha level of significance. The findings revealed significant and insignificant relationships from hypotheses: employment years, post description and decision-making mechanism; legal knowledge, in-service training for educators and support structures on intervention; adoption factors for the code of conduct, stakeholders and code of conduct for learners; and the professional conduct of an educator, relationship building and positive discipline in school. The study recommends that the Department of Education enforce on a curriculum basis, Continual Professional Teacher Development, as an in-service training for educators to focus amongst others, on legal instruments that concern learner discipline and classroom management techniques. The SMT and SGB must ensure that all requirements are fulfilled as enriched in policy documents during the drafting stage or revision of the learners’ code of conduct. Lastly, school managers must promote collaboration and cooperation between learners and educators in schools.

Abstract: The goal of this study was to investigate the ethnic identity formation, self-esteem and psychological health of Third Culture Individuals (TCI) in comparison with their mono-cultural peers living in their home country, Zimbabwe. It was also within the scope of this study to investigate the differences between TCIs living within Africa and TCIs who migrated to countries outside Africa. This study was conducted as an internet based cross sectional research. The study had 88 participants, 51.1% female and 48.9% male. Snowball sampling was employed in this study. 30.4% of the participants resided in Zimbabwe, 40.5% were Zimbabwean TCIs living in South Africa and 29.1% in the United Kingdom. TCIs had lower affective identity scores than their mono-cultural counterparts. TCIs living in other African countries were found to suffer more from psychological symptoms and had lower ethnic identity score than the other two groups. The study also revealed correlation between ethnic identity and the participant`s age but not with self-esteem nor psychological symptoms. The results of this study suggest that the xenophobia in African countries has negative consequences on the immigrants. The TCIs who have chance to express their ethnical identity without fear experience better ethnic identity formation and less psychological symptoms. Key words: third culture individuals; ethnic identity formation; self-esteem; xenophobia; globalization.

Abstract: The teaching and learning of writing has become an issue in the English language teaching department to learners of English as a foreign language learners. The teaching and learning of writing is seen as a daunting task for both the teacher and learner. Learners are used to memorizing chunks of language and then entering writing examinations in which they are required to write (i.e. an essay) based on the given topic. This approach to learning only enables learners to pass in examinations and does not have any effect on their writing development. This could be depicted in other courses in which the learners perform poorly in written work. For this reason, a new syllabus that would meet the needs of the learners in this specific context was designed. This paper aims to reflect on the challenges faced in an academic writing course designed with a blended learning approach for pre-service English language teachers and thus, suggests ways in which such challenges can be dealt with by lecturers in higher education. The study was part of a larger action research project, where the process genre model in the teaching of English as a foreign language writing was employed in both classroom (pen-and-paper) and online work in the Turkish Cypriot context. The participants were also engaged in peer, collaborative and teacher written corrective feedback for both modes of instruction. Qualitative data was collected through keeping a research journal and individual interviews with the participating students. The results indicated that the students experiences in previous writing courses were found to have an impact on their attitudes towards producing multiple drafts and online work. Collaborative work and peer feedback also proved to be problematic with adult learners. Teachers are recommended to be persistent and keep motivating learners as many students initially resist change but later appreciate the benefits.
