Abstract: The article presents a methodology for assessing the impact of major international organizations on the export of domestic agricultural products developed by the authors, taking into account the current situation in the world market and the economic sanctions regime. The expediency of developing the methodology is due to the instability of the Russian economy and its dependence on the price of natural hydrocarbons, as well as due to the introduction and prolongation of food sanctions imposed by the USA, EU and some other countries and response measures undertaken by the Russian Federation in the form of restrictions of food imports to the Russian market. Certain methods of research were used in the process of developing the methodology. Among them there are the following: systematic, complementary, situational, graphic methods, the method of deduction and induction, the method of analysis and synthesis, peer review and forecasting, empirical observation, and PEST analysis. The methodology for assessing the impact of major international organizations on the export of domestic agricultural products developed by the authors consists of four parts: analysis of external environmental factors, identification of perspective directions of export, prioritization of marketing activity, and export promotion strategy formulation. The article discusses the necessity of formulating the general information system for domestic producers that includes provision of consultations on overseas market research, search for potential partners and support of export projects especially when getting access to international Internet platforms. The key directions of export support have been identified in the article. Among them there are the following: setting up export cooperatives, subsidizing transportation, creating and promoting Russian food brands "Made in Russia" with the protected geographical indication. The article states that an efficient export promotion strategy should include measures for activation of state support of the agro-industrial complex adapted to the requirements and conditions of the World Trade Organization (WTO) and Eurasian Economic Union (EAEU).

Abstract: The implementation of the cluster strategy as part of the overall socio-economic policy makes it possible to increase the competitiveness of the region and bring it to a new model of economic growth. The process of creating cluster structures is long and resource intensive, so it becomes urgent to formulate a methodology for identifying potential clusters, the use of which would allow us to determine the feasibility of promoting their development in the regions and to concentrate the main resources in cost-effective programs. The purpose of this article is to develop methodological recommendations for the formation and evaluation of the effectiveness of regional clusters. The formulated proposals on the formation of a regional cluster can become the basis for the development of economic activity in the territories of regions and municipalities along the path of innovative transformations. Undoubtedly, strengthening the strength of the regional economy will contribute to the dynamic and stable growth of the national economy on the world market in modern conditions. The theoretical and methodological base of the research was the results of the work of Russian and foreign specialists in the sphere of industrial development and clusters, as well as works studying methodological aspects of identification, structural development of clusters, mechanisms of state assistance to cluster formation. The article uses methods of analysis and synthesis, empirical research, system analysis, the theory of cluster analysis, and others. The practical significance of the work lies in the fact that the methodological questions proposed by the authors can be introduced into the mechanism for the formation, modernization and implementation of the social and economic strategy of a certain subject of the Federation based on the use of the cluster process. Their use will increase the competitiveness of the region and the state as a whole.

Abstract: In 1897 the first general population census was produced in the Russian Empire. The date of which were presented the unique information of the number and geographical location of its many tribal populations, marital status, age-related composition, religion, social class and the literacy of individual nationalities and tribal groups. This census is the most important source for the history of the population of Russia. The article deals with the dynamics of the number of the Kalmyk population in the main areas of the settlement on the territory of the Russian Empire in the late 19th and the early 20th centuries. The chronological scope of the study covers the period from the first general census of the Russian Empire in 1897 to the beginning of 1917. Concluding the study, the authors note that in the late 19th and the early 20th centuries the Kalmyk population of Russian Empire lived in large groups in the south east of the European part of the country. However, the main part namely more than two thirds lived in the Kalmyk steppe of the Astrakhan province. And for this group of the Kalmyk population was characteristic the quite stable rate of the growth of the population during the pre-revolutionary period. It was based on the socio-economic conditions of that period at the same time in the same period among other groups the Kalmyk population (the Don-Stavropol, Terek, Orenburg, Ural Cossacks) it was a tendency to reduce the population. One of main reasons was migration on territory of main areas of the Kalmyk settlement. In general, considering the sex-ratio for the given period, the authors note that during the period under study the population was characterized by the prevalence of the male population over the female.

Abstract: The national and linguistic composition of the population of the Kalmyk steppe is characterized in the late 19th century, the scientifically grounded analysis of the demographic situation of that period is given, and the functional role of languages in society is determined. Special attention is paid to the issues of the correlation of ethnic groups and their languages. The language is spoken by language, which is a means of everyday communication of persons of different nationalities living on a common territory. The language of literacy is a criterion used in the practice of literate people; this is the language in which the interviewee was educated. There is a linguistic classification of language families and groups, based on the sign of linguistic kinship.\nThe Kalmyk language in sociolinguistic terms occupies a special place among the languages of the peoples of Russia: the Kalmyks have become part of the Russian state, already having their own written language and their own literary language.\nData on the language composition we obtained from the materials of the population censuses, including questions about the language, as well as from the materials of the current population registration, special surveys, etc.\nA detailed analysis of the published indicators of the materials of the First General Population Census of Russia in 1897 allows us to conclude that they represent information-content source value and scientific significance not only for history, including the demographic, Astrakhan province of the late XIX century, but and, in particular, on the history of the Kalmyk steppe. Over the past century, none of the researchers have analyzed the materials of the census in a source-study relationship.

Abstract: The main direction of development of the country\\\'s economy is the transition to an innovative development model. The high importance of enterprises of the military-industrial complex (MIC) in the innovative development of the country determines the need for effective use of the innovative capacity of its enterprises. In this regard, along with ensuring the country\\\'s defense capability, military-industrial enterprises are faced with the most important task of orienting defense industries towards producing innovative high-tech civilian products, the solution of which requires involving the innovative potential of the MIC in the process of commercializing the results of scientific and technical activities. \\nHowever, the issues related to the commercialization of innovative capacity are not sufficiently developed. Proceeding from this, the aim of the research is to determine the content of the concept of commercialization of the innovative capacity of defense enterprises and to develop a concept of an innovative infrastructure. \\nA distinctive feature of the proposed refinement of the concept is the understanding that the involvement of innovative capacity elements in commercial turnover does not ensure the comprehensive implementation of innovative projects due to lack of competencies and experience in the market for MIC enterprises. In such conditions, the role of the regional innovation infrastructure is growing, which should fill in the missing functions for the implementation of business processes of innovative projects; it certainly places special demands on the innovation infrastructure and determines the need to develop a new conceptual approach to its formation. \\nThe analysis of conceptual approaches to the formation of the regional innovation infrastructure conducted by the authors allowed substantiating, as the concept, an approach based on the integration of the cluster approach and the approach based on the integrated development of the territory. \\nIn the course of the study, the methods of the system approach, logical, comparative analysis, synthesis, comparison, theoretical justification, and generalization were used. The materials of this paper can be used by federal and regional authorities in developing directions for further development and improving the efficiency of the innovation infrastructure of the regions, as well as all participants in the process of commercialization in general.

Abstract: Now production and development of products of new generation of the increased nutrition and functional value is relevant. The purpose of work was studying of a possibility of use of nonconventional vegetable raw materials (laminaria) in a compounding of meat products for enrichment of a product a biological form of iodine.\nIt is established that the laminaria contains a significant amount of iron, zinc, magnesium, copper. Content of iodine in 1 kg of a laminaria exceeds daily requirement of a human body almost twice. The ability of a laminaria to accumulate high concentrations of iodine is explained by specifics of an alga to participate in process of a metabolism with the subsequent formation of various iodorganic compounds. The mass fraction of iodine in a laminaria has made 327,79 mg on 1 kg of a dry laminaria.\nThe laminaria is capable to bulk up, absorb and hold moisture and also to stabilize meat farshevy systems, thereby exerts positive impact on quantitative and quality indicators of finished meat products. The laminaria doesn\'t form gels, heating so within temperature of 80 C and the subsequent cooling up to the temperature of 5-10 C haven\'t allowed forming structural proteinaceous and even carbohydrate framework in the form of gel. \nBy results of an experiment at heat treatment destruction of iodine isn\'t revealed. Thus after impact on meat systems with a laminaria of temperature and conditions of processing, in solid of a ready-made product iodine concentrates with reduction of a mass fraction of moisture. \nIn compliance with standard daily rate of consumption have established the level of introduction of a dry laminaria to meat products in number of 15 g on 100 kg of unsalted raw materials. The chemical composition of the developed meat product with a laminaria has shown that the product contains 688,8 mkg/kg of iodine and 75mg/kg gland. At such level of enrichment the product has functional focus and compensates the daily need for iodine and iron of 34-45% and 50% respectively.\nKeywords: vegetable raw materials, laminaria, iodine, the iodated products, functional and technological properties, functional meat products, meat bread.

Gennady Volkov was Academician of the Russian Academy of Education and the Academy of Pedagogical Sciences of the, Doctor of Pedagogical Sciences, Professor, “spiritual and moral authority”. He scientifically substantiated the new direction of pedagogy as an ethnic pedagogy, which is the basis of a national-regional, ethno-cultural education. The results of the scientific work of Professor Volkov have a great influence on the development of the culture of the peoples of the Russian Federation. He began to write his works on the revival, preservation and development of folk pedagogy, ethno-cultural traditions at a time when all the power of the state was aimed at their destruction, the physical extermination of peoples, the formation of a non-national, anti-national community. Gennady Nikandrovich Volkov, defined the methods and means of educating children in the ethno-pedagogical pansophy system that are relevant in modern conditions. The study of the spiritual and moral culture of G.N. Volkov is determined by the fact that in modern realities there is an increase in consumer interest in life, a decrease in the spiritual and moral level of the culture of society, the fall of morality, the destruction of ethnic identity, social disadaptation of the youth. The spiritual and moral education of children is inconceivable without the use of ethno-cultural experience. Personality, scientific heritage of academician G.N. Volkov has a great influence on the formation of the personality of young people, on the further development of education and culture of peoples, the activation of genetic deterministic processes to overcome the spiritual and moral crisis.

Abstract: Ecological requirements to the quality of diesel fuel are becoming stricter every year due to the introduction of new standards to its main quality scores. It makes producers look for progressive and efficient methods of improving the operational characteristics of motor fuels. Production of ultra-low sulphur diesel led to the failure of the fuel equipment due to the lubricity reduction of the latter. Antiwear additives are used to compensate for the lower lubricity of severely hydrotreated diesel fuels. The main share of the market of antiwear additives in Russia is occupied by additives of foreign manufacture. And it is very important task to develop domestic production that would make up for the imported additives. We investigated the impact of various types of hydrocarbons and oxygenates on the diesel fuel lubricity. Following the results of the research, we have found that the most efficient compounds among the investigated types of hydrocarbons and oxygenates are aromatic hydrocarbons and esters. It is also shown that the value of CWSD is reducing with increasing of the number of carbon atoms in the molecule of the esters. The linear alkanes positively impact on the lubricity of diesel fuel only at relatively high concentrations whereas n-alkenes are inert to the change of its lubricity.

Abstract: The main objective of the study is to develop a set of recommendations to enhance the economic security of the state by improving the tax mechanism, mainly by adjusting the tax burden. The originality of the research is to develop a set of proposals and scientific, practical recommendations aimed at improving the tax security of the Russian Federation. The scientific approaches have been summarized, a discussion review has been conducted and the concept of "tax security" has been clarified. Key elements of tax security, such as a safe level of tax burden and a safe level of tax collection, have been explored. A high level of tax debt, which is a long trend without positive dynamics, is one of the key factors signaling the absence of tax security. The necessity of updating the methodology for assessing the tax burden at the macro level is substantiated and the criteria for determining its actual aggregate level are singled out. The uneven distribution of the level of the tax burden by branches of the Russian economy is revealed. This unevenness exacerbates the problems of inter-regional socio-economic inequalities in the territories.

Abstract: This article presents the results of the economic and mathematical analysis of the municipal districts of the Republic of Kalmykia on the basis of the main economic indicators. The statistical analysis revealed some links between the indicators of socio-economic development of the Kalmyk Republic\'s regions, which can be used to predict future states of these areas. Low values of coefficients of determination of indicators are caused by a large amplitude of fluctuations in the levels of time series. In this case, the introduction of cyclic components as an objectively existing trend due to the shortness of time series can not be considered correct. On the basis of the factors determining the dynamics of socio-economic development of the Kalmykia regions, a grouping of districts was carried out and econometric indicators for each individual group were presented. In the course of the study, two positive feedback loops were presented, which can perform the functions of a multiplier. The conclusion concludes that the values, as well as the signs of the main econometric parameters of the activity of the municipal districts of the Republic of Kalmykia, vary depending on the tightness of the connection of nearby indicators. Thus, the presence or absence of the effect of multiplication in the context of individual regions is expedient to be established during the implementation of the forecasting procedure.

THE RELATIONSHIP BETWEEN KALMYK KHANATE AND THE RUSSIAN GOVERNMENT IN THE FIRST QUARTER OF THE XVIII CENTURY

Abstract: The policy of the Russian government in the first quarter of the XVIII century regarding Kalmyks always conformed with the situation in the south of the country. The Russian government was interested in additional military resources, as Russia struggled for access to the seas. Therefore, the rulers of Russia appealed to the Kalmyk Khanate, which could supply first-class light cavalry. It was necessary to maintain the internal political stability of the Kalmyk Khanate for the effective military service of the Kalmyks on the southern borders of the Russian state. Therefore, the Russian government chose a dynamic and loyal to Russia Ayuku, who in the stubborn struggle stood at the head of all ulus. However, with the strengthening of the khanate power, Ayuka increasingly sought to pursue an independent policy that at times runs counter to the interests of tsarism. It was undesirable to call Ayuka to order with the use of armed force. Therefore, the government, seeking to limit the power of Ayuka, supports those owners who for one reason or another move away from it, but remain subservient to Russia. The government tried to direct these migrations in the right direction, most often to the Don, to use the Kalmyks to fight the Turks and their vassals. Since the territory of the Don Army was closer to the possessions of the Crimean Khanate and the Turkish fortresses. After solving the problems, the Russian government sought to establish full control over the Kalmyk Khanate and deprive the autonomy of the khanate.

Abstract: The acetate model of ulcer formation was used to study the effect of mineral water from the Komsomolsky deposit of the Republic of Kalmykia on free radical homeostasis. The concentration of one of the main lipid oxidation products (LPO) - malonic dialdehyde (MDA) in liver, stomach and blood homogenates and concentration of antioxidant enzyme catalase in blood (serum and erythrocyte mass) of animals was determined. It is proved that the investigated mineral water does not prevent the significant development of acetate ulcers, that is, it does not possess a protective action against the ulcer in this model of ulceration. The effect of mineral water on the level of free radical oxidation in the modeling of acetate ulcers was determined by the level of the initial MDA, the rate of ascorbate-dependent and spontaneous lipid peroxidation in liver, stomach and blood. The antioxidant properties of mineral water in acetate ulcerogenesis were evaluated by its ability to influence the level of the enzyme catalase in the blood of the animal. It was found that the drinking of the analyzed mineral water by the animals with acetate ulcer did not affect the activity of serum catalase, but significantly (P <0.05) increased the activity of erythrocyte catalase without significantly reducing the rate of spontaneous and ascorbate-dependent LPO in the liver of animals.

Abstract: The article considers problems of search of effective methods to reduce the negative environmental impact of industrial enterprises. Introduction of international standardized environmental management systems provide a real opportunity to companies to monitor and regulate the most significant environmental aspects of its activities and the stage of the production process, and to set required criteria of the effectiveness of environmental management. The article shows that the implementation and certification of an effective environmental management system depend on the capabilities and availability of financial, technical and human resources in the organization. Finding ways of formalizing performance indicators environmental management system is an urgent task. The authors propose a mathematical model to evaluate the effectiveness of the implementation and development of the environmental management system. The possibility of using, this model during the procedure of environmental auditing.

Abstract: The relevance of the study conditioned by the importance of studying language means of representation of the external appearance of a Kalmyk, the description of whom in the scientific literature is ambiguous. The main methods of research are lexical-semantic and psycholinguistic that allowed to comprehensively consider the indication of growth, physique, age, face, ears, forehead, hands, feet, eyes in the Kalmyk language. The use of extensive material is dictated by the need to create a generalized portrait of the man. The article shows that the Kalmyks attach importance to the physical characteristics of the person, details indicating the features of the man, while appreciating a good body, neatness, youthfulness men and negative high growth, obesity, slovenliness. The article proves that the climatic habitat and economic activity of the Kalmyks contributed to the development of sensitive hearing and sharp vision, have shaped endurance, strength physique. It is proved that linguistic units are fixed ethnic image, not the settings of a specific person. The results of these questionnaires and interviews allowed us to capture the change in the estimates of features of the appearance of the Kalmyk.
